COMMENTS ON THIS DRAFT HAVEN STRATEGIC PLAN
With the Haven Visioning Steering Committee’s establishment as a result of numerous meetings held in 2006, the election of two new council members and a new mayor, this is considered to be an excellent time to consider establishing a Haven Strategic Plan.
The Haven Chamber of Commerce has developed this draft plan as a document for consideration and discussion and hopefully adoption at some point in time. It outlines basic programs for the city and suggests action organizations for certain areas. This plan is not considered a final document but a beginning. With each new governing body, there is an opportunity to establish leadership and direction for the community. With the development along the K-96 corridor, Haven needs to be in a position to market the community as the ideal place to live, work, raise a family and have a business.
By working together as a team and towards common goals, much can be accomplished.

To provide plans and programs which promote the growth and wealth of the local Haven economy by retaining existing businesses, attracting new businesses, providing necessary community service facilities for our businesses and citizens and promoting our community as the place you want to live, work, raise a family and have a business.

In order to move Haven forward in the future, there are basic programs that need to be specifically identified with responsibilities and plans for the respective areas. Following is a listing of programs that need to established and managed in our community:

The following pages outlines specific tasks, responsibilities and actions for the programs outlined above.
ECONOMIC DEVELOPMENT PROGRAMS MANAGED BY THE HAVENCHAMBER OF COMMERCE The Haven Chamber of Commerce will act as the organization, in coordination with the City and other existing units of government and private individuals or groups, responsible for economic development planning, management and implementation..
All plans developed by the Chamber of Commerce will be coordinated and approved by the City Council for the City of Haven .
The Chamber of Commerce will provide direct support to the City manager in the development of grants, requests and other such programs, which will benefit the businesses, or private citizens of the community. In this regard, the Chamber will assist the City in identifying sources and grants for funds required for future facilities and activities.
The Chamber of Commerce will develop an annual implementation plan in support of the strategic plan. This implementation plan will outline specific actions and assign responsibilities to accomplish the tasks necessary achieve the desired objectives and results. The annual implementation plan will also identify necessary funds required to complete the planned actions.
NEEDS AND ASSESSMENT PROGRAM
A review all past needs and assessments will be conducted by prior comprehensive plan reviews, visioning sessions and other meetings.. After this review, a determination will be made regarding the need to implement a formal needs and assessment of the community.
While an effort has been made to include everyone in the visioning session, an informal survey could be distributed to all households in Haven reviewing the results of the visioning and asking for their thoughts and suggestions on improving our community as a place to live and have a business.
GOAL: To determine and confirm the prioritize and needs of the community
ACTIONS TO BE COMPLETED:
(1) Review all previous needs and assessments surveys and visioning results
(2) Determine the need to conduct additional surveys
(3) If necessary, prepare forms for survey
(4) Distribute survey
(5) Analyze results
(6) Prepare a report on the results
SUGGESTED ACTION AGENCY FOR THIS PROGRAM: The Haven Chamber of Commerce in coordination with the Haven Visioning Steering Committee RESEARCH & INFORMATION PROGRAM
COMMUNITY PROFILE INFORMATION : The Haven Chamber of Commerce will, in coordination with the City, review the current information maintained by the State of Kansas in their community profile program and update as necessary. The continuing updating will be a coordinated effort between the Chamber of Commerce and City management staff. This community profile information will include all available land and buildings that could be used for new businesses desiring to locate in Haven.
RESEARCH LIBRARY : The Chamber of Commerce will establish a research library which will contain information of all economic development programs and grant programs available to the City and local area. This information will include regional, state and federal programs. The Chamber of Commerce will be responsible for maintaining the information.
MAINTAINING CONTACT LISTS : The Chamber of Commerce will establish a complete file on individuals and agencies that can be contacted for specific information or materials to assist in community development or economic development programs. These contacts will be made available to the City.
GOAL: To establish and maintain an accurate data base of information on the Haven community, materials and information on existing economic development programs and a detailed list of individuals and organizations who may be of assistance in our economic development program

(3) Establish a contact list for individuals or organizations that can provide assistance in community and economic development programs.
RETENTION OF EXISTING BUSINESSES
The retention of existing businesses will be a high priority for the city and the Chamber of Commerce. Existing businesses are providing an extremely valuable service to the community. It is very difficult to recruit a business to replace a business, which leaves the community. In retaining existing businesses it is very important to establish a coordination and communication program and develop business assistance programs for retention.
Coordination and Communication : The initial step in the coordination and communication program will consist of visits to all businesses in the Haven community. During these visits, the Chamber representative will review the programs available for business assistance, identify issues and concerns and become familiar with the business activities and products.
As the second step in the communication process, the Chamber of Commerce will consider establishing a business advisory council to assist in providing information on a recurring basis on current issues and concerns in the business community
Business Assistance Program: The Chamber of Commerce will establish a reference library on available business assistance programs (regional, state and federal) and persons to contact for business assistance programs. GOAL: To retain assist in the growth of existing businesses
ACTIONS TO BE COMPLETED:
RECRUITMENT OF NEW BUSINESS AND INDUSTRY
Haven is positioned in an excellent location for attracting new businesses, especially in the light manufacturing, storage and distribution and, to some degree, the service industry. It is also an ideal location for crafts, antiques and gift shop type businesses. With the excellent location on the four lane K-96 highway, housing development should be a high priority
The promotion of Haven for new businesses must be a coordinated activity between the city and Chamber of Commerce. We must attract businesses that “fit” in the community and will not impose problems, issues and concerns for citizens or existing industry. For example, the location of a hog processing plant would not be considered acceptable by many due to the environmental issues connected with such a facility.
As new businesses are recruited, individuals with land and facilities should be involved at an early time. To accommodate this, a complete file of available buildings and land will be maintained by the Chamber of Commerce and the City. These facilities, in most cases, will be listed in the community profile information in the Kansas Department of Commerce web site information.
As new businesses are recruited, the Chamber of Commerce, on behalf of the city, will act as the coordinator and manager. As the recruitment processes develop, the Chamber of Commerce will coordinate with the City to insure no commitments are made without the knowledge and approval of the City.
GOAL: To attract new businesses and industry to Haven

PROMOTION AND MARKETING
The Chamber of Commerce, in coordination with the City, will develop a MARKET HAVEN PROGRAM. Marketing materials outlining the advantages and opportunities for living and having a business in Haven will be produced and made available to local businesses, city, regional and state economic development organizations. . The Chamber of Commerce, as a representative of the City and community, will participate in regional and state economic development activities, seminars and conferences for the purpose of increasing the visibility of Haven and promoting our community. Costs for such activities will be the responsibility of the city with funds provided to the Chamber of Commerce for this activity. .
The Chamber of Commerce will publish a newsletter to inform the citizens and businesses of the events and activities in the community. This publication will be available at all retail locations and will be hand delivered to every household in the community.
In coordination with the city, upgrade the existing web site for the city of Haven . Web site development will be accomplished in coordination with the city and other organizations, as necessary.

The community development programs will focus on the needs of the community to support the citizens and businesses in the community. The following are considered the essential elements required for continued community development and will be addressed by the Mayor and Haven City Council. .
Housing:
Haven has an excellent opportunity to provide housing for individuals who are employed in surrounding areas as well as individuals employed in the City of Haven . Increasing home ownership and housing units will directly affect the tax base of the community by turning current open areas and space into higher tax base units. The construction of new homes will introduce new revenue during the period of construction and will provide increased retail sales following the completion and occupancy.
HEALTH CARE:
Health care is currently provided by other facilities in the area ( Hutchinson & Wichita ) Although this is adequate, in general, additional health care opportunities will continue to be a priority. The need for a full functioning clinic is probably not necessary but the services of medical personnel to provide initial assistance with referral to primary physician is considered to be a requirement.
EMERGENCY SERVICES :
The provision of emergency services is vitally important if communities are to grow in the future. The essential elements for the community include but are not limited to fire protection, law enforcement/security and emergency medical services. These services must be provided for private citizens, businesses and special situations such as the school population during the school year. Without the basic services, communities will not be able to sustain any amount of growth in the future.
INFRASTRUCTURE AND FACILITIES:
The basic needs of providing for such services as streets, water, electrical service, communications services, sewer and other related services will continue to be a challenge. The increased regulatory requirements in such areas as water quality, sewage disposal and hazardous waste will be difficult for the city without proper planning and the use of the available state and federal assistance programs designed specifically for rural communities like Haven.
PARKS AND RECREATION : The availability of recreational programs and areas contributes to the ability of the community to attract and maintain residences as well as providing for opportunities to host events in the facilities within the community. For example, each softball tournament provides an opportunity for retail services and marketing of the community.
EDUCATION: The educational system in the community is considered to be one of the best in the region and the state. Every effort should be made to continue the educational programs at the current or higher level in the future. Families interested in locating in Haven will consider the quality of education as a major factor in locating and/or remaining in Haven. The future management of the resources required for offering education within budget constraints will continue to be a challenge. The local community should not and cannot depend on increased state funding support to provide the basic elements of education required for the community. The investment in education is an investment in the future.

The city will make every effort to provide the highest quality of telecommunications services to include cell phone service, high speed access to the internet, video services at the highest level of quality that can be made available and telephone services with highest level of services and features that is available in metropolitan areas.

PLAN ADOPTION
This plan has been reviewed, discussed and approved by the Haven City Council. It is considered to be the implementation authority for all actions outlined in this document. The implementing agencies are responsible for advising the city of any funding required for their specific roles and responsibilities. In turn, the implementing agencies and organizations will update the Haven City Council on a quarterly basis on the actions taken in their respective areas of responsibility.
